Content Standards define the knowledge and skills essential to each discipline. They define what students should know, understand, and be able to do and provide specific targets for what must be learned in school.
Performance Standards specify "how good is good enough". These standards specify the expected quality of work and gauge the degree to which the content standards have been attained. Performance standards are criterion- referenced. This means that student achievement is measured in relation to established competencies, not in relation to each other.
